Freshwater Beach falls under Northern Beaches Council, which prohibits dogs on all its ocean beaches year-round. The ban applies to the full beach and the surrounding foreshore reserve — there are no time-based exceptions.

Freshwater is a smaller beach than Manly or Dee Why, with a compact foreshore reserve and residential streets running close to the sand. The restricted space is consistent with Northern Beaches Council's approach across its southern beaches.

The silver lining for Freshwater dog owners is location. Manly Lagoon in Queenscliff is genuinely walkable from parts of Freshwater — around 1km — and Curl Curl Lagoon is just 2km in the other direction. Both are off-leash all day.

Curl Curl Lagoon at Flora and Ritchie Roberts Reserve is the pick for space — a large natural lagoon with grassy dunes, dog waste stations, and a drinking station on site.
