Where Is It Up To?

The project has been progressing through several stages:

April–June 2024: Council gathered ideas and aspirations from the community, receiving over 180 responses covering a wide range of views on how the park should be used and managed.

Late 2024–Late 2025: Council prepared the draft Plan of Management using community input and environmental assessments, including a Review of Environmental Factors completed in 2023.

January 2026: The draft Plan of Management was referred to the NSW Department of Planning, Housing and Infrastructure for review and endorsement to publicly exhibit.

Mid-2026 (expected): Council plans to report the draft Plan of Management and request approval for public exhibition — this is when the broader community will have a formal opportunity to review and comment on the full plan, including the proposed dog off-leash trial.

The trial itself has not commenced and cannot begin until the Plan of Management is adopted. Because Governor Phillip Park is Crown land managed by Council, a legally compliant Plan of Management must be in place before any changes to how the park is used — including allowing dogs off-leash.

Why Does This Matter?

Ocean-facing dog beaches in Sydney are exceptionally rare. Greenhills Beach in Cronulla is the only permanent one, and the Mona Vale Beach South trial is the only other current option.
