RSPCA Australia has partnered with Pacific International Insurance to launch a completely redesigned pet insurance product — featuring customisable cover, direct vet payments, and a renewed commitment to animal welfare.

RSPCA Pet Insurance relaunched on 1 April 2026 through a new partnership with Pacific International Insurance, replacing its previous underwriter.

The centrepiece is PetFlex, a customisable plan where owners choose their own annual limit (up to $35,000), benefit percentage, and excess — with optional add-ons for dental, behavioural, and routine care. A new claims system called Direct2Vet also means approved claims are paid straight to the vet, so owners only pay the gap at the time of the visit.

RSPCA Pet Insurance has officially relaunched with a brand-new product and a new strategic partner — and it could change the way Australian dog owners think about covering their pets.

Effective 1 April 2026, RSPCA Australia entered a strategic partnership with Pacific International Insurance to deliver a completely redesigned pet insurance offering. The move marks a significant shift from the organisation's previous underwriting arrangement, giving the RSPCA a direct governance role in how the insurance product is shaped and delivered.

Richard Mussell, CEO of RSPCA Australia, said the new structure gives the organisation far greater oversight. "With a significant share and a seat at the table, the RSPCA now has a greater role in the governance of the RSPCA Pet Insurance, including participation in board-level decision-making," Mussell said.

The partnership also ensures ongoing financial contributions flow back into RSPCA programs, including rescue, rehabilitation, and rehoming efforts across Australia. In 2025 alone, the RSPCA cared for more than 77,000 animals, investigated over 55,000 cruelty complaints, and conducted more than 11,000 care-ensuring visits.

What Is PetFlex?

At the heart of the new RSPCA pet insurance product is PetFlex — a customisable plan that moves away from the traditional tiered model of bronze, silver, and gold policies.

With PetFlex, pet owners can tailor their cover by selecting their own annual limit (up to $35,000), benefit percentage, and excess level. There are no sub-limits and a single annual excess applies. Optional add-ons are available for dental illness (including gingivitis and periodontal disease), behavioural conditions, supportive therapies such as acupuncture and hydrotherapy, and routine care covering vaccinations and microchipping.

Brad Smith, CEO of RSPCA Pet Insurance, said the goal is to lower barriers to coverage. "Our aim is to make pet insurance more accessible for pet owners, while increasing resources for RSPCA programs, including rescue, rehabilitation, and rehoming across Australia," Smith said.

How Direct2Vet Works

Alongside PetFlex, RSPCA Pet Insurance introduced Direct2Vet — a new claims system designed to take the friction out of vet visits. Under Direct2Vet, veterinary clinics submit invoices directly to RSPCA Pet Insurance on behalf of the customer. Approved claims are paid straight to the practice, meaning pet owners only pay the gap between the bill and their eligible cover at the time of the visit.

This eliminates the traditional reimbursement model, where owners had to pay the full bill upfront and then wait to be paid back — a process that could delay treatment decisions for cost-conscious pet owners.

Why This Matters for Australian Dog Owners

The timing of this relaunch aligns with growing concern around the affordability of veterinary care in Australia. Research from AMA shows that over 80% of Australia's 13.2 million cats and dogs currently lack insurance coverage. The same research found that 23% of pet owners have surrendered a pet due to care costs, while 18% of cat owners and 14% of dog owners have deferred vaccinations and check-ups because of expense.

With average pet insurance in Australia sitting around $84 per month and vet bills over a pet's lifetime potentially reaching $30,000, customisable options like PetFlex could make meaningful cover more accessible — particularly for dog owners managing costs across a longer lifespan.

Rick Claughton, COO and Company Secretary of Pacific International Insurance, described the arrangement as more than a standard underwriting deal. "Commercial success and social impact strengthen each other. Our focus is on providing trusted, customisable pet insurance," Claughton said.

What Existing Policyholders Should Know

It is worth noting that any RSPCA-branded pet insurance policy that started before 1 April 2026 remains with the previous underwriter. Premiums on those older policies are no longer contributing to RSPCA frontline work. Dog owners currently on a pre-April 2026 RSPCA policy may want to review their options under the new product.
